UZBEKISTAN’S ASSESSMENT IN THE RULE OF LAW INDEX CREATES A POSITIVE IMAGE OF THE COUNTRY IN THE INTERNATIONAL COMMUNITY
In 2022 on October 26 the Rule of Law Index was announced. It should be noted that in accordance with the Decree of the President of the Republic of Uzbekistan dated June 2, 2020 No. PD-6003 “On improving the position of the Republic of Uzbekistan in international ratings and indices, as well as introducing a new mechanism for systematic work with them in state bodies and organizations”, the Rule of Law Index defined as one of the priority international ratings and indices for Uzbekistan.
The Ministry of Justice is a state body responsible for taking systematic and consistent measures to improve the position of the Republic of Uzbekistan in international ratings and indices in the political and legal sphere, including the Rule of Law Index.
UZBEKISTAN SIGNIFICANTLY IMPROVED ITS POSITION IN THE PRESTIGIOUS INTERNATIONAL RANKING
In 2022 on September 23, the results of the 2021 results of the Worldwide Governance Indicators were announced.
Worldwide Governance Indicators have been evaluated annually by the World Bank since 1996 on the level of governance quality in countries. The assessment is carried out in the areas of “Political Stability and Absence of violence / terrorism”, “Government Effectiveness”, “Regulatory Quality”, “Voice and Accountability”, “Rule of law” and “Control of Corruption”. Evaluation of Uzbekistan in this rating is an important factor in forming a positive image of our country in the international community.
A total of 30 information sources are used in the formation of management of quality indicators. Comparing to the previous year, in 2022 16 information sources took part in assessing Uzbekistan’s mark (The Economist Intelligence Unit, Freedom House, Asian Development Bank, US State Department, Bertelsmann Foundation and many other organizations). In the assessment of Uzbekistan, the data of the “Political Risk Services International Country Risk Guide” was used as a newly added source of information.
ISSUES OF IMPLEMENTATION INTERNATIONAL LEGAL STANDARTS IN THE FIELD OF COMBATTING CORRUPTION IN THE REPUBLIC OF UZBEKISTAN
The Ministry of Justice of the Republic of Uzbekistan regularly analyzes the places and results of Uzbekistan in international ratings and indices.
On January 25, 2022, the next edition of the "Corruption Perception Index" published by the international non-governmental organization "Transparency International" was announced.
Due to the fact that the results of the positive reforms implemented in the fight against corruption were recognized by the international community, the indicators of our country recorded positive growth dynamics in the next edition of the Index. Uzbekistan took 140th place among 180 countries with 28 points and improved its indicators by 6 more points (in the report published in 2021, it took 146th place with 26 points).
UZBEKISTAN IMPROVED ITS POSITION IN BERTELSMANN FOUNDATION TRANSFORMATION INDEX 2022
Recently, the international non-governmental organization “Bertelsmann Foundation” announced the results of the Transformation Index for 2021.
Every two years, the Bertelsmann Foundation publishes the results of a study of a total of 137 countries based on 17 criteria for 3 main indicators: “Political transformation”, “Economic transformation” and “Governance index”.
Comparing the 2022 edition of the Transformation Index with the 2020 report, Uzbekistan’s ratings on all indicators show a positive trend, and it ranks 102 out of 137 countries, increasing by 5 places compared to the previous report (2020 107th rank).
CITIZENS OF UZBEKISTAN ACTIVELY DISCUSS POLITICAL AND SOCIAL ISSUES
In modern Uzbekistan, there is an increase in the social activity of all members of civil society everywhere, expressed in a conscious desire to participate in resolving issues, managed by government. The development of civil activity is an objective process accompanying the democratization of the economic, legal and social fields of human activity. These processes are characteristic of New Uzbekistan.
As annual public opinion surveys show, a distinctive feature of civil society as perceived by respondents is the ability of citizens to realize their aspirations to participate actively in the public life of the country, in dealing with issues of public concern, ensuring public scrutiny of state and local government decision-making, affecting the public interest.
