
ECONOMIC DEVELOPMENT AS A PRIORITY IN THE DEVELOPMENT STRATEGY OF UZBEKISTAN FOR 2022-2026

After broad public discussions, Uzbekistan has adopted its five-year Development Strategy for 2022-2026. It consists of seven priority directions and one hundred goals Uzbekistan is willing to achieve within five years. This strategic document will serve Uzbekistan as a baseline for further reforms in all spheres.

Last year the Uzbek people has celebrated the 30th anniversary of the Independence. During last 5 years the large-scale creative and improving work is being carried out on the idea “New Uzbekistan”. Human rights protection is considered one of the priorities of our state policy. Today the country has a stable political system that meets the modern criteria of democracy and human rights, and the legislative, executive and judicial authorities at all levels are actively working to strengthen respect for human rights and to promote human rights education throughout the country. But the most important is that the Uzbek society maintains respect for the principles of the Rule of law and human rights.
PROTECTION OF PROPERTY RIGHTS IN UZBEKISTAN – RECENT REFORMS AND CHALLENGES
It is well-known fact that private property is one of the key drivers of the development of the state's economy and its prosperity. In this regard, the state pays special attention to ensure the guarantee of the property rights and create favorable legal environment that can provide inviolability of these rights.
As other nations, Uzbekistan has also faced the challenges in protection of physical property rights for long period of its development. Hence, the country has started very decisive reforms in order to overcome challenges that touch upon legal protection of ownership for last five years.
I. Legal protection of property rights, as well as last notable reforms in this area
As it was mentioned that Uzbekistan considers protection of property rights as one of the essential elements of economic transformation in the country and has very actively taken a number of measures to reform this sphere for last five years.
Firstly, the Constitution of the Republic of Uzbekistan is the basic guarantor of property rights and it states that private property is inviolable and protected by the state. An owner, at his discretion, shall possess, use and dispose of his property.

Placing investments at heart of the comprehensive reform program in Uzbekistan, the Honourable President set out his vision in the annual address to Parliament, where he emphasised the main goal of the reform programme was ‘to ensure that every single individual living in our country, irrespective of ethnicity, language and religion, lives free, peaceful and wealthy life, being satisfied of today’s life’.

In recent years, the Republic of Uzbekistan has undergone many democratic reforms in the system of public administration. Obviously, the powers of the parliament have been further enhanced, new forms of parliamentary control have been introduced; a system of executive power that truly serves the people was established; the functioning of a fair judiciary has been established. It should be noted that the most important and historic result of the reforms implemented in Uzbekistan is the introduction of a new system of listening to the people and communicating with them.
